Vice-President Commercial Lending

SUMMARY 

The Loan Officer is responsible for soliciting, negotiating, underwriting and coordinating the closing of complex consumer, residential, equipment, commercial building and business loans in compliance with the Bank’s lending policies and procedures; develops business checking and deposit relationships with customers; and promotes business for the Bank by maintaining good customer relations and referring customers to appropriate staff for new services.  The position of Loan Officer assists in attaining established Bank, region and branch goals through active participation in sales management and officer call programs, and is expected to provide leadership, training and support to less experienced loan officers and other staff members.  Occasionally performs managerial duties in the absence of the Branch Manager. 

Assures compliance with all Bank policies and procedures, as well as, all applicable state and federal banking regulations.  Complete goals as defined by management. 

ESSENTIAL DUTIES 

  1. Engages in business development activities and solicitation of new business; actively involved in instilling and maintaining a positive sales environment through education of the Bank’s products and services. 
  1. Interviews prospective applicants and requests specified information related to loan or credit application; corresponds or re-interviews applicants to resolve questions regarding application information. 
  1. Performs pre-qualification assessment and analysis of financial condition and risk of financing requests within framework of Bank credit culture and current economic and industry trends. 
  1. Gathers and analyzes all information necessary to present a financing request to Senior Management or Loan Committee for approval; meets with existing or potential customers; visiting sites of loans; negotiates loan terms and conditions; approves loans within established lending limits or refers and recommends acceptance to the Chief Lending Officer, Chief Credit Officer or Loan Committee. 
  1. Coordinates processing of approved loans; ensures loans are processed according to agreement, customer needs and conform to Bank lending policies; obtains sufficient information and/or documentation from customers; solves problems relative to processing and servicing of loans within his or her portfolio; approves loan disbursements in accordance with agreements. 
  1. Ensures that credit inquires and UCC filings are researched to determine credit worthiness and appropriate collateral positioning are achieved. 
  1. Ensures that certification or deletion of collateral is made by the appropriate personnel. 
  1. Negotiates, underwrites and reviews processes of loan renewals. 
  1. Approves loan payments, draws from lines of credit, and fund transfers within specified limits. 
  1. Authorizes commitment, engagement, auction and decline letters. 
  1. Reinforces the application of superior customer service through his or her own example along with appropriate follow through with involved customers and employees. Attend Sales Meetings as required. 
  1. Verifies funds with mortgage companies and contractors. 
  1. Develops and maintains knowledge of financial industry, economy, market conditions, rates, vendors and competition. 
  1. Represents the Bank in various community, civic, and community reinvestment functions to further enhance the Bank’s image and develop additional business; assists the Bank in establishing and maintaining market position in the financing arena. 
  1. May reviews NSF and overdraft reports for customers. Approves or declines such exceptions within established lending limits. 
  1. Performs loan account credit ratings as assigned by account. 
  1. Cross sells the Bank’s other products and services, referring customers to appropriate staff as indicated. 
  1. Updates and corresponds with legal counsel and collectors on workouts, bankruptcies, and charge-offs to ensure all possible precautionary actions or measures are taken. 
  1. Assists in meeting annual deposit and loan growth goals assigned by senior management; participates in various internal committees assigned by senior management. 
  1. Provides leadership and training to less experienced loan officers and other staff members. 
  1. Assists Senior Management with developing, analyzing and finalizing complex loan agreements with representatives of large businesses. 
  1. Responds to inquiries or refers inquiries to the appropriate department or person, and exhibiting the necessary follow through with customers and/or staff involved. 
  1. Consistently applies superior decision making techniques pertaining to inquiries, approvals and requests as they apply to existing policies and procedures, keeping within assigned approval limits and using these instances as learning tools for employee development. 
  1. Assumes responsibility for special projects; gathers data and prepares reports for Senior Management, audits and other personnel. 
  1. When requested may assist in performing personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for employment, supervises the daily activities of branch and courier staff including, but not limited to, effective delegation of assignments. 
  1. Processes, solves and answers complex customer transactions, problems or inquiries. 
  1. Operates computer terminal or personal computer to process account activity, determine balances and resolve problems within given authority. 
  1. Answers telephones, answers questions and directs callers to proper Bank personnel.

SECONDARY DUTIES 

The position of Loan Officer  performs duties specific to the position and other functions as assigned.  

SUPERVISORY RESPONSIBILITY 

The position of Loan Officer may be is responsible for the supervision of other employees.  The incumbent in this position may perform managerial duties in the absence of the Branch Manager (if applicable), and normally carries out supervisory responsibilities in accordance with the Bank's policies and applicable laws.   

ENVIRONMENT AND PHYSICAL ACTIVITY

The Loan Officer is in a non-confined office type setting in which he or she is free to move about at will.  The position includes driving a Bank or personal owned vehicle, which includes exposure to the outside weather elements and moving mechanical parts.  It may include some minor annoyances such as noise, odors, drafts, etc. 

The Loan Officer in the course of performing this position spends time writing, typing, speaking, listening, lifting (up to 50 pounds), driving, carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling and reaching.

The employee for this position may operate any or all of the following: telephone, cellular telephone, Blackberry, copy and fax machines, adding machine (calculator), check protector, scanner and image systems, scanning equipment, encoder, money counter, credit card terminal, typewriter, computer, laptop computer, personal computer and related printers, or other equipment as directed.

MINIMUM REQUIREMENTS

  1. Bachelor’s degree (BA) or equivalent from a four year college or university; two years related experience and/or training; or the equivalent combination of education and experience. Work related experience should consist of a financial analyzing or lending background.  Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be business or financial industry related. 
  1. May be required to be registered with the Nationwide Mortgage Licensing System and Registry as a mortgage loan originator in accordance with the Secure and Fair Enforcement for Mortgage Licensing Act (the “SAFE Act”) if performing home loan functions. 
  1. Advanced experience, knowledge and training in financial statement and tax return analysis typically resulting from a combination of education in accounting, financial and/or credit analysis or related areas. 
  1. Advanced experience, knowledge and training in all lending activities and terminology. 
  1. Advanced knowledge of commercial, construction, real estate and consumer loan processing. 
  1. Ability to lead less experienced loan officers and other staff members as assigned. 
  1. Advanced knowledge of related state and federal lending and compliance regulations, and other Bank lending policies. 
  1. Ability to develop marketing and business development skills with customers. 
  1. Basic knowledge of bank operation procedures, Bank products and services. 
  1. Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures. 
  1. Excellent organizational and time management skills, with the ability to provide leadership, supervision and training for other employees using positive supervisory techniques to ensure maximum productivity; demonstrated ability in organization and delegation skills. 
  1. Basic knowledge of human resource and labor laws and policies. 
  1. Proficient skills in computer  operation; mainframe computer system; word processing, spreadsheet, Microsoft Office and specialty software programs. 
  1. Intermediate typing skills to meet production needs of the position. 
  1. Advanced math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs. 
  1. Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, speak clearly to customers and employees. 
  1. Thorough understanding of management procedures; ability to plan department or Bank activities (setting objectives, developing strategies, budgeting, and developing policies and procedures); initiative to organize various functions necessary to accomplish department or Bank activities; effectively staff (selecting, training and developing employees); directing employees towards the desired objectives (delegating, motivating, resolving problems); controlling the function (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate). 
  1. Ability to deal with complex problems involving multiple facets and variables in non-standardized situations. 
  1. Ability to work with no supervision while performing duties. 
  1. Current driver’s license and a vehicle with appropriate insurance coverage if required to drive in the course of performing assigned duties and responsibilities.
